No purchase or payment of any kind is necessary to participate in the quarterly giveaway or the Great Schools, Clean Streams contest.

Pledge Giveaway Terms & Conditions

Eligibility

Any resident of New Castle County, Delaware, USA may enter to win. Determination of whether a contestant meets these criteria shall be under the supervision of the New Castle Department of Public Works, whose decisions shall be final in all matters relating to this contest. Employees, contractors, and any other individual having a financial relationship of any kind with Delaware Nature Society or the New Castle County Department of Public Works are not eligible to participate. This competition is subject to all applicable federal, state, and local laws and regulations. Void where prohibited by law.

Sponsor

The Sponsor is the New Castle Department of Public Works, William J. Conner Building, 187A Old Churchmans Rd, New Castle, DE 19720.

Pledging

Pledging opens at 12:00:01 AM Eastern Time (“ET”) on November 15th, 2019, and will remain open until the campaign ends, which will be announced on the website. To enter the giveaway, fill out the appropriate form on the contest website. Only online pledges are counted, and only one pledge per email address is allowed.

Winning criteria

The winner(s) will be chosen approximately every quarter, with the first quarter. Following the first quarter, the ‘quarter’ dates will be as follows:

January 1st (12:00:01 AM ET) to March 31st (11:59:59 PM ET)
April 1st (12:00:01 AM ET) to June 30th (11:59:59 PM ET)
July 1st (12:00:01 AM ET) to September 30th (11:59:59 PM ET)
October 1st (12:00:01 AM ET) to December 31st (11:59:59 PM ET)

There will be alternating prizes advertised on this website.

Individuals are only eligible to win prizes during the quarter that they pledge.

Claiming prize/release

Winners will be randomly selected at the end of each quarter and notified by email. All pledge signers will be notified when a winner is determined for that quarter. Sponsor is not responsible for fraudulent calls or emails made to entrants not by Sponsor.

To claim the prize, winners must respond by email and provide their full name, email address, and physical mailing address. At the sole discretion of the Sponsor, disqualification, forfeiture, and the selection of an alternate winner may result from any of the following: [1] potential winner’s failure to respond to notification within 7 days after its transmission; [2] the failure of notification due to deactivation of the potential winner’s email account prior to receipt of notification; [3] potential winner’s failure to provide sufficient contact information; [4] potential winner’s failure to provide Sponsor with satisfactory proof of age, identity and residency; [5] any other noncompliance with Rules. In the event of a prize forfeiture, the Sponsor may, in its sole discretion, award or not award the forfeited prize to an alternate winner. All taxes are solely the responsibility of each winner.

Winners may have to pick up their prize in person.

Internet

If, for any reason, this contest is not capable of running as planned due to an infection by a computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other causes beyond the control of the Sponsor which corrupt or affect the administration, security, fairness, integrity, or proper conduct of the contest, the Sponsor reserves the right at its sole discretion, to disqualify any individual who tampers with the entry process, and to cancel, terminate, modify or suspend the contest. The Sponsor assumes no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction, or unauthorized access to, or alteration of, Submissions. The Sponsor is not responsible for any problems or technical malfunctions of any telephone network or telephone lines, computer online systems, servers, or providers, computer equipment, software, failure of any e-mail or entry to be received by the Sponsor due to technical problems, human error or traffic congestion on the Internet or at any Web site, or any combination thereof, including any injury or damage to participant’s or any other person’s computer relating to or resulting from participating in this Contest or downloading any materials in this contest. CAUTION: ANY ATTEMPT TO DELIBERATELY DAMAGE ANY WEBSITE OR UNDERMINE THE LEGITIMATE OPERATION OF THIS CONTEST IS A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, THE SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES OR OTHER REMEDIES FROM ANY SUCH PERSON (S) RESPONSIBLE FOR THE ATTEMPT TO THE FULLEST EXTENT PERMITTED BY LAW. In the event of a dispute as to the identity or eligibility of any entry based on an email address, the entry will be declared made by the “Authorized Account Holder” of the e-mail address submitted at the time of Submission. “Authorized Account Holder” is defined as the natural person, 21 years of age or older, who is assigned to an email address by an Internet access provider, online service provider or other organization (e.g., business, education institution, etc.) that is responsible for assigning email addresses for the domain associated with the submitted email address. General

Regarding the prizes, no substitution, assignment, or transfer is permitted except that the Sponsor reserves the right to substitute a prize of equal or greater value if an offered prize is unavailable. By entering the contest, each participant (1) agrees to be bound by these Terms and Conditions; (2) agrees to release Sponsor, its member jurisdictions; vendors; affiliates, subsidiaries; and all related entities from all liability, claims, action, or proceedings relating to participation in the contest and from injuries or damages relating to the acceptance or use of the prize; and (3) consent to the use of the contestant’s name, voice, pictures, likeness, and entry for editorial, publicity, advertising and promotional purposes in any medium throughout the world in perpetuity without additional compensation unless prohibited by law.

Great Schools, Clean Streams Contest Terms & Conditions

Eligibility

Any resident of the United States may take the pledge and assign it to a New Castle County, Delaware, school. To win a prize, a participating school must be a public, charter, private, or parochial school offering classes between kindergarten and the 12th grade in New Castle County, Delaware. Home schools are not eligible to win. Determination of whether a contestant meets these criteria shall be under the supervision of the New Castle Department of Public Works, whose decisions shall be final in all matters relating to this contest. Employees, contractors, and any other individual having a financial relationship of any kind with Blue Blaze Associates, LLC, are not eligible to participate. This competition is subject to all applicable federal, state, and local laws and regulations. Void where prohibited by law.

Sponsor

The Sponsor is the New Castle Department of Public Works. William J. Conner Building, 187A Old Churchmans Rd. New Castle, DE 19720.

Participating

Pledging opens at 9:00:01 AM Eastern Time (“ET”) on Monday, March 2, 2026 and ends at 11:59:59 PM Eastern Time (“ET”) on Friday, March 20, 2026. To enter, fill out the appropriate form on the contest website. Online pledges are counted only for those who fill out the pledge form, select the school to receive their pledge, and submit it online. Limit one pledge per email address.

Schools and students may also enter by submitting one or more of the following by the contest close date:

A photograph of a signed student pledge poster, which counts for 50 pledges (limit one per school).
A photograph of 15 or more students wearing green, which counts for 100 pledges (limit one per school).
A photograph of a student’s original artwork, “what clean streams mean to me” which counts for 10 pledges per artwork submitted (limit two submissions per student).

Winning criteria

The schools that receive the most pledges in their tier during the contest period will be named first, second, or third-place winners. All schools that submit a picture of their signed student pledge poster or collect 50 pledges or more will be entered into a random drawing for twenty-one “wild card” prizes of $250. Schools in one of the top three spots in their prize tier are ineligible for “wild card” prizes.

Prizes

Schools will compete in one of three categories based on their enrollment:

Large School: 600+ students
Medium School: 300 to 599 students
Small School: 1-299 students

The Sponsor will award cash prizes to the winning schools in each category as follows:

First Place: $1500
Second Place: $1000
Third Place: $750

All schools that submit a student pledge poster or receive 50 or more pledges will be entered into a drawing for a “wild card” prize of $250. Twenty-one winners will be randomly selected.

Claiming prize/release

Winning schools will be notified by phone or email on or about March 24, 2026. All pledge signers will be notified of the winning schools on or about the same date. Sponsor is not responsible for fraudulent calls or emails made to entrants, not by Sponsor.
